Method and apparatus for transmitting and receiving data by using plurality of carriers in mobile communication systems

A method by a terminal of a communication system, the method comprising:

• transmitting, to a base station, a first message including first information indicating whether the terminal supports a context continuation for a header compression;
• receiving, from the base station, a second message associated with a reconfiguration;
• identifying whether the second message includes second information indicating to continue a context for the header compression;
• and
• continuing the context for the header compression corresponding to a bearer, in case that the second information is included in the second message.

A base station in a communication system, the base station comprising:

• a transceiver;
• and
• a controller coupled with the transceiver and configured to:
• receive, from a terminal, a first message including first information indicating whether the terminal supports a context continuation for a header compression,
• transmit, to the terminal, a second message associated with a reconfiguration,
• identify whether the second message includes second information indicating to continue a context for the header compression, and
• continue the context for the header compression corresponding to a bearer, in case that the second information is included in the second message.

A terminal in a communication system, the terminal comprising:

• a transceiver;
• and
• a controller coupled with the transceiver and configured to:
• transmit, to a base station, a first message including first information indicating whether the terminal supports a context continuation for a header compression,
• receive, from the base station, a second message associated with a reconfiguration,
• identify whether the second message includes second information indicating to continue a context for the header compression, and
• continue the context for the header compression corresponding to a bearer, in case that the second information is included in the second message.
