An apparatus for processing an image based on an inter prediction, the apparatus comprising:

• a motion information deriving unit deriving motion information of a first prediction unit partitioned from a current block determined by a first partitioning mode and motion information of a second prediction unit partitioned from the current block determined by a second partitioning mode;

• a prediction block generating unit generating a first prediction block of the first prediction unit by referring to a reference picture of reference picture list 0 based on the motion information of the first prediction unit and generating a second prediction block of the second prediction unit by referring to the reference picture of reference picture list 1 the motion information of the second prediction unit and generating a prediction block of the current block in units of sub-prediction unit determined by combining the first prediction unit and the second prediction unit by using the first prediction block and the second prediction block.
