Abstract
A method and system for operating a user equipment (UE) wherein a first set of radio access procedures are supported when the UE is in a first operating state, and a second set of radio access procedures are supported when the UE is in a second operating state.

A method comprising:
- obtaining, by a network node from a first user equipment (UE), capability information indicating whether the UE supports a downlink (DL) grant-free transmission mode;
- sending, by the network node, information about a DL grant-free transmission channel to the first UE;
- and
- transmitting, by the network node to the first UE that is in a first state different from an active state, data in the DL grant-free transmission channel according to the capability information.

An apparatus comprising a processor coupled with a memory, the processor configured to:
- obtain, from a first user equipment (UE), capability information indicating whether the UE supports a downlink (DL) grant-free transmission mode;
- send information about a DL grant-free transmission channel to the first UE;
- and
- transmit, to the first UE that is in a first state different from an active state, data in the DL grant-free transmission channel according to the capability information.
