Abstract
Aspects of the subject disclosure may include, for example, a system that registers a communication device with a temporary IMSI shared among multiple communication devices with a virtual registration function. Further, the system provisions an active IMSI using a virtual Over-the-Air (OTA) function onto the communication device and indicates to the communication device to register with a registration function using the active IMSI. Other embodiments are disclosed.

1-7. (canceled)
A machine-readable storage medium, comprising executable instructions that, when executed by a processing system including a processor, facilitate performance of operations, comprising:
- detecting an event, wherein the processing system operates as an identity proxy function, wherein a communication device is provisioned with an active international mobile subscriber identity (IMS I);
- sending a first notification of the event to an identity provisioning function, wherein the identity provisioning function sends a first indication to an OTA function to send an OTA message to the communication device in response to receiving the first notification, wherein the OTA function sends the OTA message to the communication device, wherein the OTA message includes a first temporary IMSI, a second indication to provision the first temporary IMSI onto the communication device and to direct the communication device to operate in a dormant mode;
- and
- receiving a second notification from the identity provisioning function indicating that the first temporary IMSI is provisioned on the communication device and the communication device is in the dormant mode.

A device, comprising:
- a processing system including a processor;
- and
- a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, comprising:
- detecting an event, wherein the processing system operates as an identity proxy function, wherein a communication device is provisioned with an active international mobile subscriber identity (IMSI);
- sending a first notification of the event to an identity provisioning function, wherein the identity provisioning function sends a first indication to an OTA function to send an OTA message to the communication device in response to receiving the first notification, wherein the OTA function sends the OTA message to the communication device, wherein the OTA message includes a first temporary IMSI, a second indication to provision the first temporary IMSI onto the communication device and to direct the communication device to operate in a dormant mode;
- and
- receiving a second notification from the identity provisioning function indicating that the first temporary IMSI is provisioned on the communication device and the communication device is in the dormant mode.
A method, comprising:
- detecting, by a processing system including a processor, an event, wherein the processing system operates as an identity proxy function, wherein a communication device is provisioned with an active international mobile subscriber identity (IMSI);
- sending, by the processing system, a first notification of the event to an identity provisioning function, wherein the identity provisioning function sends a first indication to an OTA function to send an OTA message to the communication device in response to receiving the first notification, wherein the OTA function sends the OTA message to the communication device, wherein the OTA message includes a first temporary IMSI, a second indication to provision the first temporary IMSI onto the communication device and to direct the communication device to operate in a dormant mode;
- and
- receiving, by the processing system, a second notification from the identity provisioning function indicating that the first temporary IMSI is provisioned on the communication device and the communication device is in the dormant mode.
