Method whereby terminal selects plmn in wireless communication system, and device for same

A User Equipment (UE) for performing Public Land Mobile Network (PLMN) selection related to Proximity-based Service (ProSe) direct communication in a wireless communication system, the UE comprising:

• a transceiver;
• and
• a processor,
• wherein the processor selects a first PLMN, registers with the first PLMN, and if the registration with the first PLMN is failed, selects a second PLMN,
• wherein when the UE is outside of coverage, within the coverage but not camped on any cell, or within the coverage but camped on a cell that does not provide a ProSe direct service, the selection of a first PLMN is performed, and
• wherein the UE remembers the first PLMN with which the registration is failed, and excludes the remembered first PLMN in selecting the second PLMN.
