A terminal device comprising:

• reception circuitry configured to receive information indicating a number of transmission repetitions for physical downlink control channel, and
• physical layer control circuitry configured to perform radio link monitoring based on a threshold being defined as a level of a downlink radio link, wherein
• a value of the threshold corresponds to a specific block error rate of a physical downlink control channel transmission with the number of transmission repetitions, and
• a period for first estimation of downlink quality, the first estimation being for the radio ink monitoring, is longer than a period for second estimation of downlink quality, the second estimation being for radio ink monitoring of a terminal device which is not configured with a number of transmission repetitions for physical downlink control channel.

A communication method for a terminal device, the communication method comprising:

• receiving information indicating a number of transmission repetitions for physical downlink control channel, and
• performing radio link monitoring based on a threshold being defined as a level of a downlink radio link, wherein
• a value of the threshold corresponds to a specific block error rate of a physical downlink control channel transmission with the number of transmission repetitions, and
• a period for first estimation of downlink quality, the first estimation being for the radio ink monitoring, is longer than a period for second estimation of downlink quality, the second estimation being for radio ink monitoring of a terminal device which is not configured with a number of transmission repetitions for physical downlink control channel.
