Method for decoding a video bitstream

Abstract

A method for decoding a video bitstream comprising: (a) receiving a base bitstream; (b) receiving a plurality of enhancement bitstreams;(c) receiving a data structure related to said base bitstream and said plurality of enhancement bitstreams; (d) wherein said data structure includes syntax elements conditioned on vps_base_layer_internal_flag indicating whether said base bitstream is provided together with said enhancement bitstreams being equal to 1 or provided externally to said enhancement bitstreams being equal to 0; (e) wherein said data structure includes first syntax elements related to maximum vps decoder picture buffering minus1; (f) when said vps_base_layer_internal_flag is equal to 1 or the current layer has layer ID not equal to 0 receiving the first syntax elements; (g) when said vps_base_layer_internal_flag is equal to 0 and the current layer has layer ID equal to 0 not receiving the first syntax elements and inferring its value.
