Method and an apparatus for processing a video signal

A method for decoding a video signal by a decoding apparatus, the video signal including at least one chrominance block to be partitioned into a plurality of sub-blocks, the method comprising:

• obtaining, by the decoding apparatus from the video signal, first information for the chrominance block, the first information specifying whether the chrominance block contains transform coefficient information;
• obtaining, by the decoding apparatus from the video signal, second information for each of the plurality of sub-blocks based on the first information having a value of 1, the second information of a first sub-block specifying whether the first sub-block contains transform coefficient information;
• obtaining, by the decoding apparatus from the video signal, the transform coefficient information of the first sub-block based on the second information of the first sub-block having the value of 1;
• and
• performing, by the decoding apparatus, an inverse-transform operation based on the obtained transform coefficient information.

An apparatus configured to decode a video signal including at least one chrominance block to be partitioned into a plurality of sub-blocks, the apparatus comprising:

• an entropy decoding unit configured to:
• obtain, from the video signal, first information for the chrominance block, the first information specifying whether the chrominance block contains transform coefficient information,
• obtain, from the video signal, second information for each of the plurality of sub-blocks based on the first information having a value of 1, the second information of a first sub-block specifying whether the first sub-block contains transform coefficient information, and
• obtain, from the video signal, the transform coefficient information of the first sub-block based on the second information of the first sub-block having the value of 1;
• and
• an inverse-transform unit configured to perform an inverse-transform operation based on the obtained transform coefficient information.
