A system and method allows users to make purchases by charging or funding a prepaid debit card with their cell phone accounts by simulating a user roaming with their mobile device.

A method of issuing a virtual credit or debit card for a mobile subscriber comprising:
- performing the following operations using one or more computing systems:
- receiving a request to issue a virtual credit or debit card for a mobile subscriber and a current mobile telephone number for the mobile subscriber;
- querying for a current mobile subscriber identifier associated with the mobile telephone number;
- and
- comparing at least the current mobile subscriber identifier and a mobile subscriber identifier associated with the mobile telephone number.
