Abstract
A communication device for offloading communication traffic includes: a first means which identifies an attribute of a terminal based on information included in a message transmitted by the terminal to connect to a wireless network; and a second means which processes the message in such a way that the terminal and a base station corresponding to the attribute of the terminal are connected based on the identified attribute.

A communication device comprising:
- first unit configured to identify an attribute of a terminal based on information included in a message transmitted by the terminal to connect to a wireless network;
- and
- second unit configured to process the message in such a way that the terminal and a base station corresponding to the attribute of the terminal are connected based on the identified attribute.
A communication method comprising:
- identifying an attribute of a terminal based on information included in a message to be transmitted by the terminal to connect to a wireless network;
- and
- processing the message in such a way that the terminal and a base station corresponding to the attribute of the terminal are connected based on the identified attribute.

- a process for identifying an attribute of the terminal based on information included in a message to be transmitted by the terminal to connect to a wireless network and
