Abstract
A system includes a first device to classify data as one of a control message or a non-control message, and provide the classification of the data to a second device. The second device receives the classification of the data, receives information associated with a resource, calculates an expected interference associated with the resource based on the information associated with the resource, and allocates, to the resource, data classified as a control message when the expected interference corresponds to a low expected interference.

A method implemented by a user equipment in a wireless communication system that includes a plurality of cells, the method comprising:
- classifying data to be transmitted as one of a Radio Resource Control (RRC) message or a non-RRC message;
- providing the classification to a base station;
- responsive to providing the classification, receiving information from the base station identifying which of a plurality of resources in a cell to use for transmitting data comprising an RRC message, the identified resource having an expected inter-cell interference value that is less than another expected inter-cell interference value corresponding to another of the plurality of resources, wherein the expected inter-cell interference level of the identified resource is calculated by the base station using one or both of a fractional load Inter-cell Interference Coordination (ICIC) mechanism and a frequency reuse ICIC mechanism;
- and
- transmitting the data via the identified resource.
A user equipment comprising:
- a classifier circuit configured to classify data to be transmitted as one of a Radio Resource Control (RRC) message or a non-RRC message, and to provide the classification to a base station;
- a scheduler circuit configured to receive information from the base station in response to the classifier circuit providing the classification to the base station, the received information identifying which of a plurality of resources in a cell to use for transmitting data comprising an RRC message, the identified resource having an expected inter-cell interference value that is less than another expected inter-cell interference value corresponding to another of the plurality of resources, wherein the expected inter-cell interference level of the identified resource is calculated by the base station using one or both of a fractional load Inter-cell Interference Coordination (ICIC) mechanism and a frequency reuse ICIC mechanism;
- and
- a transmitter circuit configured to transmit the data via the identified resource.
