Paper toweling or tissue dispensing apparatus including roll overspin control

Dispenser apparatus for holding a roll of paper toweling or tissue sheet material having centrally disposed roll support openings at opposed ends thereof and for dispensing the sheet material during rotation of said roll, said dispenser apparatus including:

• a first roll support positioned in one of the roll support openings, said first roll support operable to support said roll and allow rotation of said roll relative thereto to unwind said sheet material when a pulling force is applied to said sheet material, said first roll support configured to exert frictional drag forces on said roll to reduce overspin of said roll when said pulling force is terminated, said first roll support including a hub projection tiltable between a substantially horizontal position to a downwardly tilted position, said hub projection projecting into a core of said roll and engaging an inner surface of said core.
