Interfacing between a Dynamic Spectrum Policy Controller and a Dynamic Spectrum Controller

A dynamic spectrum arbitrage (DSA) method, comprising:

• using a dynamic spectrum arbitrage application part (DSAAP) protocol to communicate information between a dynamic spectrum policy controller (DPC) and first dynamic spectrum controller (DSC) in a first telecommunication network via a first communication link;
• determining, in a second DSC processor in a second DSC in a second telecommunication network, a geographical boundary that is associated with a resource;
• using the DSAAP protocol to communicate information between the DPC and the second DSC in the second telecommunication network via a second communication link;
• and
• using the DSAAP protocol to communicate information between an eNodeB in the second telecommunication network and the second DSC via a third communication link including sending information identifying the determined geographical boundary from the second DSC to the eNodeB via the third communication link.

A dynamic spectrum arbitrage (DSA) system, comprising:

• means for using a dynamic spectrum arbitrage application part (DSAAP) protocol to communicate information between a dynamic spectrum policy controller (DPC) and a first dynamic spectrum controller (DSC) in a first telecommunication network via a first communication link;
• and
• means for determining in a second DSC in a second telecommunication network a geographical boundary that is associated with a resource;
• means for using the DSAAP protocol to communicate information between the DPC and the second DSC via a second communication link;
• means for using the DSAAP protocol to communicate information between an eNodeB in the second telecommunication network and the second DSC via a third communication link, wherein means for using the DSAAP protocol to communicate information between the eNodeB and the second DSC include means for sending information identifying the determined geographical boundary from the second DSC to the eNodeB via the third communication links.
