A transparent composite substrate includes a first transparent substrate, a second transparent substrate, and a binding layer bonding the first transparent substrate and the second transparent substrate with a bond therebetween.

A transparent composite substrate, comprising:
- a first transparent substrate;
- a second transparent substrate;
- and
- a binding layer bonding the first transparent substrate and the second transparent substrate with a bond therebetween.

A method of manufacturing a transparent composite substrate, comprising:
- providing a first transparent substrate and a second transparent substrate;
- activating surfaces of the first transparent substrate and the second transparent substrate to adsorb a hydroxyl group on the surfaces;
- overlapping the activated surfaces of the first transparent substrate and the second transparent substrate to form a contact surface therebetween;
- and
- annealing the first transparent substrate and the second transparent substrate to form a binding layer at the contact surface.

A method of manufacturing a transparent composite substrate, comprising:
- providing a sapphire substrate and a glass substrate;
- forming an inorganic material layer at a bottom surface of the sapphire substrate;
- stacking the sapphire substrate and the glass substrate to form a contact surface between the inorganic material layer and the glass substrate;
- applying an electrical field to the sapphire substrate and the glass substrate, the sapphire substrate connecting to an anode of the electrical field, and the glass substrate connecting to a cathode of the electrical field;
- and
- heating the sapphire substrate and the glass substrate to form a binding layer at the contact surface.

A touch panel, comprising:
- a transparent composite substrate as a cover plate of the touch panel, the transparent composite substrate comprising:
- a first transparent substrate;
- a second transparent substrate;
- and
- a binding layer bonding the first transparent substrate and the second transparent substrate with a bond therebetween;

- a touch sensing device disposed at the second transparent substrate, the touch sensing device and the binding layer being at two opposite sides of the second transparent substrate respectively.
