Method and system for creating a global neighbor list

A network management computing device comprising:

• a memory;
• and
• a processor coupled to the memory, the processor configured to execute programmed instructions stored in the memory comprising:
• instructing each mobile station served by a serving base station to report a signal strength between the each mobile station and one or more neighbor base stations for one or more predefined time periods;
• identifying at least one neighbor base station of the one or more neighbor base stations having a signal strength with respect to one or more mobile stations greater than a threshold signal strength;
• determining a number of times the at least one neighbor base station is reported in the one or more predefined time periods;
• and
• creating a global neighbor list based on the number of times the at least one neighbor base station is reported exceeding a predefined count threshold.

A non-transitory, computer-readable medium having stored thereon instructions for creating a global neighbor list in a cellular telecommunication network comprising machine executable code which, when executed by a processor causes the processor to perform steps comprising:

• instructing each mobile station served by a serving base station to report a signal strength between the each mobile station and one or more neighbor base stations for one or more predefined time periods;
• identifying at least one neighbor base station of the one or more neighbor base stations having a signal strength with respect to one or more mobile stations greater than a threshold signal strength;
• determining a number of times the at least one neighbor base station is reported in the one or more predefined time periods;
• and
• creating a global neighbor list based on the number of times the at least one neighbor base station is reported exceeding a predefined count threshold.
