A personal care composition includes a surfactant, a water soluble cationic polymer, a hydrophobic benefit agent, and a hydrophobic cationic polyethylene polymer.

A method of increasing coacervate rheology comprising:
- combining a surfactant, a water soluble cationic polymer, a benefit agent, and a cationic hydrophobic polyethylene polymer to form a personal care composition;
- and
- diluting the personal care composition with water.
A method of increasing encapsulation of a benefit agent in a coacervate, comprising:
- combining a surfactant, a water soluble cationic polymer, a benefit agent, and a cationic hydrophobic polyethylene polymer to form a personal care composition;
- and
- diluting the personal care composition with water.
