Abstract
An electronic device for encoding a picture is described. The electronic device includes a processor and instructions stored in memory that are in electronic communication with the processor. The instructions are executable to encode a gradual temporal layer access (GTLA) picture. The instructions are further executable to send the GTLA picture.

An electronic device for decoding a picture, comprising:
- (a) an obtaining circuit configured to obtain a first picture and a second picture;
- and;
- (b) a decoding circuit configured to decode the first picture and the second picture;
- wherein pictures that follow the first picture in decoding order do not use pictures that precede the first picture in decoding order with a temporal identifier greater than or equal to that of the first picture for inter prediction, and
- wherein pictures that follow the second picture in decoding order with a temporal identifier equal to that of the second picture do not use pictures that precede the second picture in decoding order with the temporal identifier equal to that of the second picture for inter prediction.

- (b) a sending circuit configured to send the first picture and the second picture,

- (a) obtaining a first picture and a second picture;

- (b) decoding the first picture and the second picture;
