Provided are a radio communication system allowing D2D communication to be provided by using a radio access network such as LTE while controlling the radio communication terminals from the network side. A radio base station 100 broadcasts broadcast information to a predetermined radio communication area, the broadcast information indicating whether or not the direct communication is permitted. Terminals 400A, 400B start the direct communication based on the broadcast information received from the radio base station 100.
