• the downlink scheduling control information includes at least a resource block that starts the division of the one resource block, and a division pattern of the one resource block.

A mobile communication method used in a mobile communication system in which one resource block is configured by a plurality of resource element, comprising:

• a step A of dividing the one resource block, and assigning the divided resource blocks to a plurality of radio terminals, wherein
• a division pattern of the one resource block is decided beforehand.

• the one resource block is divided, and the divided resource blocks are assigned to a plurality of radio terminals, comprising:
• a step A of notifying downlink scheduling control information to the plurality of radio terminals, wherein
• the downlink scheduling control information includes at least a resource block that starts the division of the one resource block, and a division pattern of the one resource block.

• an assignment unit that divides the one resource block, and assigns the divided resource blocks to a plurality of radio terminals, wherein
• a division pattern of the one resource block is decided beforehand.
