Determination of whether to admit a mobile device to a hot spot

A hot spot, comprising:

• a wireless transceiver;
• a controller, wherein the controller is operative to:
• establishing communication with a mobile device through the wireless transceiver;
• obtain a first level of communication directly between the mobile device and a cellular network, wherein the first level of communication is based on at least one of a level of performance or a level of quality of communication directly between the mobile device and the cellular network;
• determine a second level of communication between the mobile device and the cellular network through the hot spot, wherein the second level of communication is based on at least one of a level of performance or a level of quality of communication between the mobile device and the cellular network through the hot spot;
• identify a fraction of other mobile devices having a level of communication directly with the cellular network that is either better or worse than the first level of communication, wherein the level of communication is greater than a minimal threshold;
• and
• determine whether to admit the mobile device to the hot spot based on:
• a comparison of the first level of communication with the second level of communication;
• and
• the fraction of other mobile devices having a level of communication directly with the cellular network that is either better or worse than the first level of communication.

A system, comprising:

• a cellular network controller;
• a hot spot, wherein the hot spot communicates with the cellular network, and wherein the hot spot comprises:
• a wireless transceiver;
• a controller, wherein the controller is operative to:
• establishing communication with a mobile device through the wireless transceiver;
• wherein at least one of the controller and the cellular network controller are operative to:
• obtain a first level of communication directly between the mobile device and a cellular network, wherein the first level of communication is based on at least one of a level of performance or a level of quality of communication directly between the mobile device and the cellular network;
• determine a second level of communication between the mobile device and the cellular network through the hot spot, wherein the second level of communication is based on at least one of a level of performance or a level of quality of communication between the mobile device and the cellular network through the hot spot;
• identify a fraction of other mobile devices having a level of communication directly with the cellular network that is either better or worse than the first level of communication, wherein the level of communication is greater than a minimal threshold;
• and
• determine whether to admit the mobile device to the hot spot based on:
• a comparison of the first level of communication with the second level of communication;
• and
• the fraction of other mobile devices having a level of communication directly with the cellular network that is either better or worse than the first level of communication.
