A method can include operating on a cellular network. The method can include receiving, from the cellular network, a public warning system message at a user equipment. The method can include detecting an available alternate network with internet protocol connectivity, where the alternate network is an alternate to cellular networks. The method can include delaying switching operation from the cellular network to the available alternate network for a predetermined period of time after receiving the public warning system message. The method can include switching operation from the cellular network to the available alternate network after delaying switching operation.
