Abstract
Techniques are disclosed for Machine-to-Machine (M2M) Announce procedures that allow advertisement machine-to-machine service capabilities layer resources and subresources. Resource structures and signal flows of the various disclosed embodiments are defined.

A first machine-to-machine network services capabilities layer entity in a communication network comprising:
- a memory comprising executable instructions to provide a first set of functionalities and resources used in the communication network;
- and
- a processor that, when executing the executable instructions, effectuates operations comprising:
- managing the first set of functionalities and resources;
- determining to announce the first set of functionalities and resources to a second machine-to-machine network services capabilities layer entity,
- generating an announcement of the first set of functionalities and resources advertising the first set of functionalities and resources available at the first machine-to-machine network services capabilities layer entity;
- and
- transmitting the announcement of the first set of functionalities and resources to the second machine-to-machine network services capabilities layer entity.
