Wireless communication control system, radio base station, method for determining frequency used by radio base station, and computer-readable medium

A radio base station that performs wireless communication with a mobile station, comprising:

• judgment unit configured to judge whether an installation location of the radio base station is in a first area corresponding to a service area of a first network operator;
• and
• frequency determination unit configured to determine, by using a first procedure, a radio frequency for use in wireless communication with the mobile station when the installation location is in the first area, and to determine the radio frequency by using a second procedure different from the first procedure when the installation location is outside the first area,
• wherein the second procedure includes:
• receiving, from a frequency management system that manages a frequency of a second area being outside the first area and including the installation location, information on a frequency available in the installation location;
• and
• determining the radio frequency based on the frequency information.

A frequency determination method for determining a frequency used by a radio base station for wireless communication with a mobile station, the method comprising:

• judging whether an installation location of the radio base station is in a first area corresponding to a service area of a first network operator;
• and
• determining, by using a first procedure, a radio frequency for use in wireless communication with the mobile station when the installation location is in the first area, and determining the radio frequency by using a second procedure different from the first procedure when the installation location is outside the first area,
• wherein the second procedure includes:
• receiving, from a frequency management system that manages a frequency of a second area being outside the first area and including the installation location, information on a frequency available in the installation location;
• and
• determining the radio frequency based on the frequency information.
