System and method for video-quality enhancement

A method of enhancing video-quality for improved computer vision, the method comprising:

• receiving image data from a video detector;
• identifying near-field obscuration pixels within the image data;
• determining whether the identified obscuration pixels are located on foreground objects within the image data;
• and
• creating a near-field enhanced image from the image data by filling the identified obscuration pixels with foreground painting if the identified pixels are located over a foreground object, otherwise, filling the identified snowflake/raindrop pixels based on a background image.

A video-quality enhancement system for snow/rain image enhancement, the system comprising:

• means for receiving image data from a video detector;
• means for identifying near-field snowflake/raindrop pixels;
• means for determining whether the identified snowflake/raindrop pixels are located on foreground objects;
• and
• means for creating a near-field enhanced image by filling the identified snowflake/raindrop pixels with foreground inpainting if the identified pixels are located over a foreground object, otherwise, filling the identified snowflake/raindrop pixels based on a background image.
