A system comprising:
- a sleeve device comprising:
- a substrate having a top layer and a bottom layer made of thin and flexible plastic material,
- a plurality of pockets, each pocket having an opening, and
- at least one seam configured and biased to close an opening in each pocket juxtaposed to the seam as the substrate is flexed, manipulated or moved;
- and
- at least one envelope configured to fit within the plurality of pockets.

A device comprising:
- a substrate having a top layer and a bottom layer made of thin and flexible plastic material;
- a plurality of pockets, each pocket having an opening;
- and
- a seam configured and biased to close an opening in each pocket juxtaposed to the seam as the substrate is flexed, manipulated or moved
- wherein the top layer comprises a first sheet member and a second sheet member in side by side arrangement, and the first sheet member and the second sheet member discontinue along the seam;
- and
- wherein the substrate comprises:
- a first side having a plurality of ring hole formed therein;
- a second side perpendicular to the first side;
- a third side perpendicular to the first side and parallel to the second side;
- and
- a fourth side parallel to the first side and perpendicular to the second and third sides wherein the seam includes one seam extending perpendicular to the first side and the fourth side and each opening of each pocket is juxtaposed to the seam.
