A composition comprising a silicone water-in-oil emulsifier, an amino-functional silicone gum having a nitrogen content that is about 3% or less by weight based on the total weight of amino-functional silicone gum, a hydrophobic agent, a non-silicone primary emulsifier, and water.
A composition comprising from about 0.3% to about 5% by weight of a silicone oil-in-water emulsifier, from about 0.5% to about 5% by weight of an amino-functional silicone gum having a nitrogen content that is about 3% or less by weight based on the total weight of the amino-functional silicone gum, a hydrophobic agent, a non-silicone primary emulsifier, and water, wherein the composition comprises about 0.5% or less of non-emulsifying silicone elastomers.
