Apparatus and method for controlling access to network in wireless communication system

A method of controlling access to a network in a wireless communication system, the method performed by a terminal and comprising:

• receiving response condition information from the network via a common control channel, wherein the response condition information is for a plurality of terminals that subscribed to a service and includes one or more response probability factors;
• determining whether to transmit a response message to the network on the basis of the received response condition information;
• and
• transmitting the response message to the network if the terminal is qualified to respond to the network.

A method of controlling access to a network in a wireless communication system, the method performed by the network and comprising:

• configuring response condition information for a plurality of terminals that subscribed to a service;
• transmitting the response condition information to the plurality of terminals via a common control channel, wherein the response condition information includes one or more response probability factors;
• and
• receiving one or more response messages from the plurality of terminals in response to the transmitted response condition information.
