Abstract
Moving picture motion compensation coding/decoding predicts a motion vector in a coding block from a motion vector of the adjacent position and codes a differential motion vector calculated from the motion vector to be coded and its prediction motion vector. The coding is performed by switching the coding accuracy between a coding accuracy of the differential motion vector (1) and a coding accuracy of the prediction motion vector and the coding motion vector (2) for each block. Moreover, when decoding the motion vector from the differential motion vector coded by the aforementioned coding, a reversed processing with respect to the coding is performed.

A method of decoding a moving picture including means for dividing a picture into plural decoding blocks, predicting a motion vector of the decoding block from a decoded motion vector of the adjacent block and calculating the motion vector to be decoded based upon a decoded differential motion vector and a predictive motion vector, comprising:
- a procedure for preparing some types of accuracy of the differential motion vector, decoding the accuracy information of the differential motion vector and a differential motion vector at the accuracy every decoding block, revising the accuracy of the decoded differential motion vector to the same accuracy as that of the predictive motion vector and calculating the motion vector of the decoding block based upon the decoded differential motion vector the accuracy of which is revised and a predictive motion vector.
