Abstract
A process for forming a siloxane oligomer from a mixture comprising at least one alkoxysilane, at least one phase transfer catalyst having a specified structure, and water is described.

A process, comprising:
- forming a siloxane oligomer from a mixture comprising at least one alkoxysilane, at least one phase transfer catalyst, and water, wherein the at least one phase transfer catalyst has a general structure represented by formula II:
- wherein M is phosphorus or nitrogen;
- R4, R5, R6, and R7 are alkyl or aromatic groups;
- and
- A− is a counter ion, with the proviso that A− is not F− when M is nitrogen.
