A method and system of modular instruction is provided in which a body of knowledge is divided into N cognitive constructs, with instructional materials and post-instruction assessments associated with each of the N cognitive constructs and comprising a learning packet, and in which the N learning packets may be re-ordered by an administrator. The instructional material associated with a each learning packet is presented to a student, followed by the post-instruction assessment of the instructional material associated with each learning packet, in the order selected by the administrator, and a result of the post-instruction assessment of the instructional material associated with the current learning packet is compared to a standard for that learning packet to determine whether the instructional material associated with the next learning packet should be presented to the student, or if the instructional material associated with the current learning packet should be presented again to the student, and repeating the process for all the learning packets. The method and system may also include presenting a pre-instruction assessment of the instructional material associated with a learning packet to the student, comparing a result of the pre-instruction assessment of the instructional material with the standard for that learning packet, and skipping the instructional material and the post-instruction assessment for the learning packet if the result of the pre-instruction assessment is at least substantially equal to the standard.
