Abstract
A Method and Apparatus for measurement and conditional reconfiguration in non-terrestrial network is provided. The method includes receiving a measurement configuration IE and a conditional reconfiguration IE, performing conditional reconfiguration evaluation based on the measurement configuration IE and a conditional reconfiguration IE, considering the first cell as a triggered cell and applying the stored condRRCReconfig IE of the first cell. In the evaluation, at least two comparisons are performed based on a distance hysteresis and distance between the terminal and one or more reference positions.

A method by a terminal, the method comprising:
- receiving, by the terminal from a base station, a radio resource control (RRC) reconfiguration message, wherein the RRC reconfiguration message comprises:
- a set of parameters for conditional reconfiguration for a first cell, wherein the set of parameters for conditional reconfiguration for the first cell comprises an inner RRC reconfiguration message for the first cell and a first measurement identifier and a second measurement identifier;
- a first set of parameters for synchronization signal/physical broadcast channel block (SSB) measurement timing configuration;
- and
- a second set of parameters for SSB measurement timing configuration,
- setting up, by the terminal, a first synchronization signal/physical broadcast channel block measurement timing configuration (SMTC);
- performing, by the terminal, measurement on one or more SSBs based on the first SMTC;
- and
- applying, by the terminal, the inner RRC reconfiguration message for the first cell in case that:
- a first event related to the first measurement identifier is fulfilled;
- and
- a second event related to the second measurement identifier is fulfilled,
- wherein the first event is fulfilled in case that a first condition and a second condition are fulfilled,
- wherein the first condition is tested based on:
- a first threshold;
- and
- a value obtained by subtracting a first hysteresis from a distance between the terminal and a first reference position, and
- wherein the second condition is tested based on:
- a second threshold;
- and
- a value obtained by summing the first hysteresis to a distance between the terminal and a second reference position.
A terminal in a wireless communication system, the terminal comprising:
- a transceiver configured to transmit and receive a signal, and
- a controller configured to control the transceiver to:
- receive, from a base station, a radio resource control (RRC) reconfiguration message, wherein the RRC reconfiguration message comprises:
- a set of parameters for conditional reconfiguration for a first cell, wherein the set of parameters for conditional reconfiguration for the first cell comprises an inner RRC reconfiguration message for the first cell and a first measurement identifier and a second measurement identifier;
- a first set of parameters for synchronization signal/physical broadcast channel block (SSB) measurement timing configuration;
- and
- a second set of parameters for SSB measurement timing configuration,
- set up a first synchronization signal/physical broadcast channel block measurement timing configuration (SMTC);
- perform measurement on one or more SSBs based on the first SMTC;
- and
- apply the inner RRC reconfiguration message for the first cell in case that:
- a first event related to the first measurement identifier is fulfilled;
- and
- a second event related to the second measurement identifier is fulfilled,
- wherein the first event is fulfilled in case that a first condition and a second condition are fulfilled,
- wherein the first condition is tested based on:
- a first threshold;
- and
- a value obtained by subtracting a first hysteresis from a distance between the terminal and a first reference position, and
- wherein the second condition is tested based on:
- a second threshold;
- and
- a value obtained by summing the first hysteresis to a distance between the terminal and a second reference position.
