An apparatus comprising:

• one or more processors;
• and
• memory storing instructions that, when executed by the one or more processors, cause the device to:
• receive one or more rules associated with a plurality of advertising segments;
• receive, from one or more computing devices, an indication of a popularity of a specific content item associated with the one or more rules;
• and
• cause output of one or more advertising segments, of the plurality of advertising segments, at an increased frequency based on the one or more rules and based on the popularity of the specific content item.

A non-transitory computer-readable medium storing instructions that, when executed, cause:

• receiving one or more rules associated with a plurality of advertising segments;
• receiving, from one or more computing devices, an indication of a popularity of a specific content item associated with the one or more rules;
• and
• causing output of one or more advertising segments, of the plurality of advertising segments, at an increased frequency based on the one or more rules and based on the popularity of the specific content item.
