the last-known available resource data is associated with a plurality of segregated resource entities; and
the last-known available resource data comprises, for each of the plurality of segregated resource entities, at least one of: (i) resource availability data or (ii) resource consumption limit data.

### Claim 3 (depends on 1)

The system according to claim 1, wherein:
the data received from the resource control system is received via at least one of: (i) a batch ingestion data pipeline or (ii) a continuous streaming data pipeline; and
maintaining the proxy state log comprises continuously updating the proxy state log with the data received from the resource control system.

### Claim 4 (depends on 1)

The system according to claim 1, wherein processing the resource access request comprises:
placing a processing lock on a segregated resource entity associated with the resource access request; and
determining whether to authorize or deny the resource access request using the proxy state log.

### Claim 5 (depends on 4)

The system according to claim 4, wherein the processing lock is configured to engage during processing of individual resource access requests to enforce sequential processing of a plurality of resource access requests during the stand-in operational state, the plurality of resource access requests comprising the resource access request.

### Claim 6 (depends on 4)

The system according to claim 4, wherein determining whether to authorize or deny the resource access request comprises comparing, using the proxy state log and for the segregated resource entity, the resource access request against at least one of: (i) a resource availability value, (ii) a resource consumption limit, or (iii) resource hold data.

### Claim 7 (depends on 6)

The system according to claim 6, wherein the resource availability value is associated with a resource availability category selected from among a plurality of resource availability categories based on a resource availability-state hierarchy for the plurality of resource availability categories.

### Claim 8 (depends on 1)

The system according to claim 1, wherein processing the resource access request comprises:
authorizing the resource access request; and
generating, based on the resource access request, a resource reservation lock for a segregated resource entity associated with the resource access request, the resource reservation lock configured: (i) to characterize a provisional change to the last-known available resource data and (ii) with a predetermined duration to expiration.

### Claim 9 (depends on 1)

The system according to claim 1, wherein updating the proxy state log based on the resource access request comprises updating resource hold data for at least one segregated resource entity associated with the resource access request, the resource hold data characterizing a provisional net change to be applied to the last-known available resource data caused by the resource authorization system processing one or more resource access requests during the stand-in operational state, the one or more resource access requests comprising the resource access request.

### Claim 10 (depends on 1)

The system according to claim 1, wherein the computer program instructions, when executed by the at least one processor, further cause the system to maintain an immutable audit record of activity associated with at least one of: (i) the proxy state log, (ii) the resource authorization system during the stand-in operational state, or (iii) the reconciliation operation.

### Claim 11 (depends on 10)

The system according to claim 10, wherein the immutable audit record comprises data characterizing at least one of: (i) reads and writes for the proxy state log, (ii) updates to the last-known available resource data, (iii) authorization decisions of the resource authorization system during the stand-in operational state, (iv) resource reservation locks, or (v) merges between the proxy state log and one or more data stores of the resource control system.

### Claim 12 (depends on 10)

The system according to claim 10, wherein the reconciliation operation comprises merging data from the proxy state log and data from the immutable audit record with one or more data stores of the resource control system.

### Claim 13 (depends on 12)

The system according to claim 12, wherein the data from the proxy state log and the data from the immutable audit record are merged with the one or more data stores according to one or more deterministic rules using at least one of timestamp data or data version information.

### Claim 14 (depends on 1)

The system according to claim 1, wherein the reconciliation operation comprises clearing expired resource reservation locks based on a corresponding predetermined duration to expiration.

### Claim 15 (depends on 1)
