A flow-measuring device comprises a housing having a top and a bottom and defining a central opening, an entry at the top of the housing, and a central chamber, wherein the central chamber is connected to the entry by the central opening, a circumferential lip extending from the central chamber where the central opening meets the central chamber, wherein the circumferential lip collects droplets of the fluid at a rate proportional to the flow rate of the fluid, an exit in fluid communication with the central chamber, and a pair of metal elements each mounted in the exit, separated by a hoop distance and operatively connected to a sensor. Both metal elements receive and are in contact with the droplet when the droplet falls from the circumferential lip for a contact time, and the sensor is adapted to sense when the droplet is in contact with both metal elements.
