Service-based paging techniques

A user equipment (UE) for wireless communications, comprising:

• one or more processors;
• and
• one or more memories coupled with the one or more processors and storing processor-executable code that, when executed by the one or more processors, causes the UE to:
• monitor, in an inactive or idle state of the UE, a paging channel for a paging message indicating that the UE has a forthcoming data message and is to transition to an active state to receive the data message;
• receive, via the paging channel and at an access stratum layer of the UE while in the inactive or idle state of the UE, the paging message, the paging message including a multicast/broadcast service (MBS) identifier of an MBS based at least in part on an implicit indication in the paging message that a cause of the paging message is the MBS;
• provide, while in the inactive or idle state of the UE, an indication of the MBS that caused the paging message included in the paging message to a non-access stratum layer of the UE;
• and
• respond to the paging message based at least in part on a determination at the non-access stratum layer of a paging response to the paging message, wherein the paging response is based at least in part on the indication of cause of the paging message, a multiple universal subscriber identity module (MUSIM) status of the UE, and one or more parameters of the UE.
