Communication method and apparatus

A communication apparatus, comprising:

• at least one processor;
• and
• at least one memory coupled to the at least one processor and storing programming instructions that, when executed by the at least one processor, cause the apparatus to:
• receive first information from a session management network element in a home network, wherein the first information indicates that offloading is allowed in a visited network;
• determine an offloading point in the visited network based on the first information;
• determine an offloading rule based on the first information and edge application server deployment information in the visited network;
• and
• send the offloading rule to the offloading point, wherein the offloading rule is for offloading a packet to the visited network.

A communication system, comprising:

• a first session management network element in a visited network and an offloading point in the visited network,
• wherein the first session management network element is configured to:
• receive first information from a second session management network element in a home network, wherein the first information indicates that offloading is allowed in the visited network;
• determine the offloading point in the visited network based on the first information;
• determine an offloading rule based on the first information and edge application server deployment information in the visited network;
• and
• send the offloading rule to the offloading point, wherein the offloading rule is for offloading a packet to the visited network;
• wherein the offloading point is configured to:
• receive the offloading rule.
