Systems and methods for signaling photosensitive content indicator and condition information in video coding

A device comprising one or more processors configured to:

• signal a photosensitive content information message, wherein the photosensitive content information message includes:
• a first syntax element, wherein the first syntax element specifies whether pictures in a persistence scope of the photosensitive content information message contain photosensitive content which exceeds photosensitivity content guidelines specified by a first standard,
• a flag syntax element, wherein the flag syntax element equal to 1 indicates a second syntax element and a third syntax element are present in the photosensitive content information message;
• a second syntax element in a case where the flag syntax element is equal to 1, wherein the second syntax element specifies whether in pictures in the persistence scope of the photosensitive content information message contain photosensitive content which satisfies or exceeds conditions specified in a first clause specified by the first standard, and
• a third syntax element in a case where the flag syntax element is equal to 1, wherein the third syntax element specifies whether pictures in the persistence scope of the photosensitive content information message contain photosensitive content which satisfies or exceeds conditions specified in a second clause specified by the first standard.

A non-transitory computer-readable storage medium comprising instructions stored thereon that, when executed, cause one or more processors of a device to:

• signal a bitstream, wherein the bitstream includes a photosensitive content information message, wherein the photosensitive content information message includes:
• a first syntax element, wherein the first syntax element specifies whether pictures in a persistence scope of the photosensitive content information message contain photosensitive content which exceeds photosensitivity content guidelines specified by a first standard,
• a flag syntax element, wherein the flag syntax element equal to 1 indicates a second syntax element and a third syntax element are present in the photosensitive content information message;
• a second syntax element in a case where the flag syntax element is equal to 1, wherein the second syntax element specifies whether pictures in the persistence scope of the photosensitive content information message contain photosensitive content which satisfies or exceeds conditions specified in a first clause specified by the first standard, and
• a third syntax element in a case where the flag syntax element is equal to 1, wherein the third syntax element specifies whether pictures in the persistence scope of the photosensitive content information message contain photosensitive content which satisfies or exceeds conditions specified in a second clause specified by the first standard.
