An agentic-system governance platform receives an external context artifact, assigns an artifact identifier, stores an artifact record, determines provenance evidence, and applies machine-readable policy rules to determine mutability, trust tier, authority eligibility, and an admission state for a candidate execution operation. The platform stores the artifact or a transformed representation in a workspace selected according to the admission state and exposes only a workspace-selected representation, including preventing a context-only representation from serving as an authority-bearing input. Restrictions associated with a source artifact propagate to derived artifacts unless a promotion condition is satisfied. For relayed artifacts, current correspondence of an authority capsule or relay envelope to action, recipient, environment, and trust-domain conditions is required before authority-bearing use. At an effect boundary, the platform revalidates version, admission, scope, and policy state, including for snapshot-based deferred execution and future-behavior updates, and generates receipts or verifier outputs for admission, relay, snapshot, and execution-use decisions.
