Systems govern child-AI companion episodes using permit-before-interaction, fail-closed safety rails with tamper-evident receipts. A child profile is bound to a parent or guardian record. Child safety constraints are encoded in an Immutable Companion Constraint (ICC) chain anchored in an append-only Merkle log with signed heads and inclusion and consistency proofs. For an episode, a context envelope is evaluated against a child safety policy graph constrained by the ICC chain to determine a disposition and a risk budget. When permitted, a cryptographically signed child safety permit is minted. A Companion Safety Interceptor in an output path validates the permit, computes cumulative risk over streaming output units, and allows, truncates, buffers, replaces, or suppresses content under fail-closed semantics. A child safety receipt describing the episode and policy path is appended to a child safety receipt ledger.
