A design-user can use a design interface to create packaged video segments, which the design-user can then schedule and/or configure for distribution and/or presentation to various target end-users. Interactive overlays that are displayed to overlay video content and through which end-users can interact with the packaged video segment can be configured through the design interface. A source interactive overlay can be configured to cause display of a target overlay in response to a defined interaction by an end-user with the source interactive overlay during playback of the video segment. Links between source and target overlays can be displayed in a schematic representation along with a timeline corresponding to a duration of the video segment. Display of a target overlay can alternatively be triggered based on a rule comprising a combination of one or more interactions by and end-user with previously presented interactive overlays.
