Provided in the present disclosure are a minimum packaging volume structure and a packaging method for a dual-tank pet water dispenser. The minimum packaging volume structure includes: a circulating water tank, where the circulating water tank defines a first water storage chamber having a first upper opening, and a detachable water circulation system is disposed in the first water storage chamber; and a purified water tank, configured to supply water to the circulating water tank, where the purified water tank is accommodated in the first water storage chamber in a packaged state. The present disclosure effectively solves the problems of large packaging volume, high transportation and storage costs, and low packaging efficiency in an existing dual-tank pet water dispenser.
