Improving the quality of service of cell-edge user equipment when served by a power limited base station

An apparatus, comprising:

• at least one processor;
• and
• at least one memory including computer program code;
• the at least one memory and the computer program code configured to cause the apparatus at least to:
• receive, by a first base station serving a first cell from a user equipment within the first cell, a message indicating a measure of power received from signals in a set of beams emitted by a second base station, the second base station serving a second cell adjacent to the first cell, the first base station operating under a minimum downlink power according to an average downlink power controller for a specified time interval, the minimum downlink power being configured to guarantee a minimum quality of service to the user equipment;
• determine, by the first base station, that the measure of power is sufficient for the user equipment to be served by the second base station with a quality of service greater than the minimum quality of service;
• and
• in response to the determining, initiate, by the first base station, a handover of the user equipment from the first base station to the second base station.
