Vehicle lighting device and vehicle lamp

A vehicle lighting device, comprising:

• a socket;
• a light emitting module provided on one end side of the socket and comprising at least one light emitting element;
• and
• an optical element provided on the one end side of the socket and facing the light emitting element,
• wherein the optical element has:
• at least one incident surface having a convex curved surface protruding toward a light emitting element side;
• a first exit surface provided at an end portion of the optical element, the end portion being on a side opposite to the light emitting element side;
• a second exit surface provided on a bottom surface side of a first recess, the first recess being provided on the light emitting element side of the first exit surface;
• and
• a third exit surface provided on a bottom surface side of a second recess, the second recess being provided on the light emitting element side of the second exit surface,
• wherein the third exit surface faces the incident surface and is provided with a plurality of lens portions arranged side by side,
• the convex curved surface is a paraboloid of revolution or a hyperboloid of revolution, and
• a luminous intensity distribution in a first direction, orthogonal to a central axis of the vehicle lighting device, of light exiting from the exit surface differs from a luminous intensity distribution in a second direction orthogonal to the central axis and the first direction.
