A polar orbit satellite system which tracks a flying object, including a polar orbit monitor satellite cluster including six or more satellites that are equal in average orbit altitude on a same orbit plane and forming a communication cross-link with polar orbit satellites flying ahead and behind, wherein
- at least one or more polar orbit satellites
- form a communication cross-link with a coping system including land, sea, and air coping assets to cope with the flying object, which iterates intermittent jetting, or a monitoring ground center including a communication route search device for satellite information, and
- transmit flying object information to the coping system or the monitoring ground center.
