Communication method and communication apparatus

A communication method, comprising:

• receiving, by a first device, a first identifier and a quality of experience (QoE) target from an application server (AS), wherein the first identifier is associated with a first terminal device at an application layer, and the QoE target indicates a service QoE target of the first terminal device;
• sending, by the first device, the first identifier to an access and mobility management function network element;
• receiving, by the first device, a second identifier from the access and mobility management function network element, wherein the second identifier is associated with the first terminal device in a network layer;
• and
• sending, by the first device, a correspondence between the second identifier and the QoE target to a wireless network device that is configured to serve the first terminal device and to identify the first terminal device based on the second identifier.

A communication method, comprising:

• receiving, by a radio access management controller, a first identifier and a quality of experience (QoE) target from an application server (AS), wherein the first identifier is associated with a first terminal device at an application layer, and the QoE target indicates a service QoE target of the first terminal device;
• sending, by the radio access management controller, the first identifier to an access and mobility management function network element;
• receiving, by the radio access management controller, a second identifier from the access and mobility management function network element, wherein the second identifier is associated with the first terminal device in a network layer;
• sending, by the radio access management controller, the second identifier to a wireless network device, wherein the second identifier is used to request data of the first terminal device;
• receiving, by the radio access management controller, the data from the wireless network device;
• determining, by the radio access management controller, an optimization policy based on the data and the QoE target, wherein the optimization policy is used to enable a QoE of the first terminal device to achieve the QoE target;
• and
• sending, by the radio access management controller, the optimization policy to a radio access intelligent controller.
