A computer readable non-transitory storage medium storing at least one computer program comprising instructions that, when executed by at least one processor, cause the at least one processor to perform operations for a user equipment (UE), the operations comprising:
- receiving information related to random access resources for multiple synchronization signal blocks (SSBs) from a network, wherein the multiple SSBs comprise;
- i) first SSBs for which random access resources for Msg3 physical uplink shared channel (PUSCH) repetition are provided, and
- ii) second SSBs for which random access resources for Msg3 PUSCH repetition are not provided;
- performing reference signal received power (RSRP) measurements for the multiple SSBs;
- based on at least one SSB with RSRP greater than a first threshold being available among the multiple SSBs, selecting one SSB among the at least one SSB with RSRP greater than the first threshold;
- based on RSRPs of all the multiple SSBs being less than a second threshold, selecting one SSB among the first SSBs;
- based on RSRP of at least one of the multiple SSBs being less than the first threshold and equal to or greater than the second threshold, selecting any SSB among the second SSBs;
- and
- transmitting a random access preamble based on a random access resource related to the selected SSB.
