System and method for wireless power control

A user equipment (UE) comprising:

• at least one processor;
• and
• a non-transitory computer readable storage medium storing programming, the programming including instructions that, when executed by the at least one processor, cause the UE to perform operations including:
• receiving a group of power control (PC) configuration parameters using radio resource control (RRC) signaling, the group of PC configuration parameters being different from a PC adjustment state of the UE, wherein the group of PC configuration parameters is configured to be used for power control of an uplink (UL) transmission, and wherein the group of PC configuration parameters includes at least one of an open-loop power control offset parameter (Po) or an open-loop power control scaling parameter (alpha);
• receiving, by the UE, an indication of the PC adjustment state using downlink control information (DCI) signaling;
• determining a transmit power level for the UL transmission in accordance with the group of PC configuration parameters, the PC adjustment state, and a pathloss estimate calculated based on a downlink (DL) signal received by the UE;
• and
• transmitting the UL transmission at the transmit power level.

A method comprising:

• transmitting, by a base station, a group of power control (PC) configuration parameters using radio resource control (RRC) signaling, the group of PC configuration parameters being different from a PC adjustment state of a user equipment (UE), wherein the group of PC configuration parameters is configured to be used for power control of an uplink (UL) transmission based on the group of PC configuration parameters, the PC adjustment state, and a pathloss estimate calculated based on a downlink (DL) signal, and wherein the group of PC configuration parameters includes at least one of an open-loop power control offset parameter (Po) or an open-loop power control scaling parameter (alpha);
• transmitting, by the base station, an indication of the PC adjustment state using downlink control information (DCI) signaling;
• and
• receiving, by the base station, the UL transmission.

A base station comprising:

• at least one processor;
• and
• a non-transitory computer readable storage medium storing programming, the programming including instructions that, when executed by the at least one processor, cause the base station to perform operations including:
• transmitting a group of power control (PC) configuration parameters using radio resource control (RRC) signaling, the group of PC configuration parameters being different from a PC adjustment state of a user equipment (UE), wherein the group of PC configuration parameters is configured to be used for power control of an uplink (UL) transmission based on the group of PC configuration parameters, the PC adjustment state, and a pathloss estimate calculated based on a downlink (DL) signal, and wherein the group of PC configuration parameters includes at least one of an open-loop power control offset parameter (Po) or an open-loop power control scaling parameter (alpha);
• transmitting, by the base station, an indication of the PC adjustment state using downlink control information (DCI) signaling;
• and
• receiving the UL transmission.
