Uplink impact on PUCCH SCell activation delay

A non-transitory computer-readable storage medium that stores instructions for execution by one or more processors of a user equipment (UE), the instructions to configure the UE for secondary cell (SCell) activation in a New Radio (NR) network, and to cause the UE to perform operations comprising:

• decoding a media access control control element (MAC-CE) received on a physical downlink shared channel (PDSCH), the MAC-CE to activate a pathloss reference signal (PL-RS) for a physical uplink control channel (PUCCH);
• decoding configuration signaling, the configuration signaling including an activation command for a PUCCH SCell;
• performing an activation of the PUCCH SCell based on the activation command, the activation initiated after an activation delay, and the activation delay based on a periodicity of the PL-RS;
• and
• encoding uplink control information for transmission in the PUCCH SCell.

A user equipment (UE) configured for operation in a New Radio (NR) network, the UE comprising:

• front-end circuitry coupled to one or more antennas;
• processing circuitry coupled to the front-end circuitry, the processing circuitry is to:
• decode a media access control control element (MAC-CE) received on a physical downlink shared channel (PDSCH), the MAC-CE to activate a pathloss reference signal (PL-RS) for a physical uplink control channel (PUCCH);
• decode configuration signaling, the configuration signaling including an activation command for a PUCCH secondary cell (SCell);
• perform an activation of the PUCCH SCell based on the activation command, the activation initiated after an activation delay, and the activation delay based on a periodicity of the PL-RS;
• and
• encode uplink control information for transmission in the PUCCH SCell.
