A device for controlling radiative heat flow between interior surfaces and human occupants includes a tunable emissivity material disposed between electrodes is provided. The tunable emissivity material has a low emissivity state with emissivity smaller than about 0.5 over wavelength range from about 7 microns to about 14 microns for reflecting heat, and a high emissivity state with emissivity larger than about 0.8 over the same wavelength range for absorbing heat. A voltage is applied to tune the emissivity material between states to regulate radiative heat flow and maintain thermal comfort. The tunable emissivity material may be a conducting polymer, inorganic oxide such as tungsten trioxide or vanadium dioxide, or lithium titanate. The device can be applied to walls, floors, ceilings, or windows.
