An apparatus for determining a quantity of dual-key entitlements to assign to at least a resource, wherein the apparatus comprises:

• at least a computing device, wherein the computing device comprises:
• a memory;
• and
• at least a processor communicatively connected to the memory, wherein the memory contains instructions configuring the at least a processor to:
• instantiate, using the at least a processor, a configurable governance layer comprising a plurality of configurable parameters, wherein at least an entity of a plurality of entities:
• access the configurable governance layer using an entity profile;
• and
• configure the plurality of configurable parameters;
• receive, using the at least a processor, an assignment from one or more of the plurality of entities, wherein the assignment comprises at least validation data associated with the at least a resource and entity protocols associated with the entity;
• determine, using the at least a processor, a quantity of dual-key entitlements to assign to the at least a resource based on the assignment, the entity protocols, and at least a configurable parameter of the plurality of configurable parameters of the governance layer.
